National Cardiovascular Centre in Ulan Bator

The Luxembourgian cooperation agency LuxDev chose IDOM through a selection process based on merits and an ideas competition for the design of the new building that will house the National Cardiovascular Centre (NCC) in Ulan Bator, Mongolia.

LuxDev has been supporting the Mongolian health service for over 20 years in its fight against cardiovascular illnesses, which have great incidence in the population, making it one of the main public health issues in the country. The latest of these collaboration programmes deals with financing the design of the building where the National Reference Centre for Cardiovascular Illnesses will be located.

The new centre is integrated within the Shastin General Hospital, with which it shares general services and logistics. The main factors that conditioned the project were how the new building was to relate with the existing hospital and its surroundings, the foresight of future transformations or extensions, the shared circuits and services and the differentiation of access points and exterior circulation.

The main objectives of the Centre’s design have been functional clarity, the minimisation of itineraries, flexibility, the implementation of passive energy saving measures and the environmental and practical integration with the surroundings of the available plot. The project must also respond to extreme climate conditions and adapt to the available means and systems in the country.

A compact volume has been planned, rectangular in shape, where vertical communications are polarised at either end and the programme is organised by piling on the different medical departments at each floor. Technical and logistics rooms have been located at the very top and in the basement, where ventilation takes places through two egress windows. A modulated building envelope was proposed that includes big openings in the rooms where patients can welcome abundant, but also controlled, natural light.

With a built up area of 15,000 m2 in total, the hospital has 80 standard hospitalization beds, 16 Acute Intensive Care beds and 18 Intermediate Care beds, three cardiac surgery operating theatres, 4 Cath-Labs, 1 MRI and 1 scanner for diagnostic imaging, as well several consultation and medical procedure rooms. The centre also has a Cardiac Rehabilitation department, an important training and teaching area for resident doctors and a telemedicine area that offers support to regions and medical centres throughout the country.
