Lifschutz Davidson Sandilands’ design for one of the West End’s largest development sites at Hanover Square to be granted planning permission.

Westminster City Council has backed proposals by international architecture and design studio Lifschutz Davidson Sandilands, on behalf of Great Portland Estates, for their Masterplan development on the western side of Hanover Square in Mayfair, London.

The Council has resolved to grant planning permission for the mixed-use development which delivers a commercial built area of 28,917m² (311,260ft). The 0.5 ha (1.3 acre) site is situated within 200 metres of the Oxford Street/Regent Street retail mecca and incorporates the over-station development of the new Crossrail Bond Street East station at 18 and 19 Hanover Square.

The architect’s design will re-establish the site’s connection with Oxford Street and encourage the renaissance of northern New Bond Street, responding to Westminster City Council’s Oxford, Regent, Bond Street Action Plan (ORB), which aims to enhance the area. The scheme will provide:

• New high quality office buildings on New Bond Street and Hanover Square
• Contemporary retail outlets throughout the site
• A flagship store at the New Bond Street/Brook Street junction
• A restaurant with al fresco courtyard dining within a listed building
• On-site residential units on Brook Street
• A new landscaped 750m² public courtyard – a much needed ‘oasis’ in the area
• Integrated public art and cultural display spaces
• New public access into the site, including connectivity across the site with four new pedestrian routes.

The masterplan fully integrates the new Crossrail Bond Street Station, which has ticket halls on Davies Street and at 18 and 19 Hanover Square, with Crossrail elements being developed independently under the Crossrail ‘Act’.

The scheme proposes to return a Grade II* listed building at 20 Hanover Square to its former 18th Century glory. The building will include a new restaurant to the rear, which links onto a landscaped courtyard and high quality refurbished office accommodation above.

Lifschutz Davidson Sandilands’ design features simple structural grids, which facilitate long-term flexibility along with robust and well scaled detailing. The design employs high quality, durable materials with key elements, achieving the Green Guide ‘A’ rating. The central courtyard will be a flexible, uncluttered public space utilising traditional materials and carefully considered street furniture, lighting and landscaping.

The project will deliver a highly sustainable and appropriate energy strategy, which minimises energy consumption and associated carbon dioxide (CO2) emissions through use of site wide strategy incorporating renewable energy, passive design and energy efficient plant.

Sustainable aspects include: centralised site wide plant which increases overall efficiency, photovoltaic cells, solar thermal panels (residential), potential plug-in to Combined Heat and Power (CHP), ground source heat pump (energy piles) within the Crossrail foundations; floor plates configured to benefit from ample natural daylighting, air source heat pumps (residential), storm water attenuation (below the public space), green roofs and extensive planting to the public spaces.

The Hanover Square Masterplan Scheme is scheduled to go onsite in 2015 and is programmed to be completed in conjunction with the opening of the Bond Street Crossrail Station. Prior to this, Phase 1 of the project will involve demolition of the rear section of properties 67-71 New Bond Street and the whole of No. 1 Tenterden Street in order to facilitate the construction of the Crossrail Station box.
