Latest developments at the International Competition for the Urban General Plan of the Olympic Park 2016: deadlines were extended and the jury confirmed.

PROJECTS MAY BE SUBMITTED BY JULY 28th, 2011.

The deadline for submitting the projects for the International Competition for the Urban General Plan of the Rio 2016 Olympic Park has been expanded. Now, the projects can be delivered until July 28, 2011 – and the result will be announced on August 15, 2011.

The extension is due to the great demand from domestic and foreign offices, and the interest of having the widest and most qualified participation worldwide. With longer term, there is more time to meet all the competition requirements with quality.

The IAB-RJ site – where the competition details are published – received over 25,000 hits from 126 countries. Documents have been received from China, Slovenia, England, Holland, Switzerland, Portugal, Spain and the United States as well as various Brazilian states.

MEMBERS OF THE JURY CONFIRMED: FOUR FOREIGNERS AND THREE BRAZILIAN

The jury of the International Competition for the Urban General Plan of the Rio 2016 Olympic Park which will choose the best master plan for the area of 1,180,000 square meters of the Olympic Park has been publicized. It is composed by four foreign architects and town planners (U.S., Portugal, Spain and Australia) and three Brazilians. Here there are :

Gabriel Durand-Hollis, American architect and town planner, representative of the International Union of Architects (UIA), former president of the Pan American Federation of Associations of Architects, recently elected treasurer of the American Institute of Architecture (2012-2013) and Fellow of the AIA.

Nuno Portas, Portuguese architect and town planner, representative of the Institute of Architects of Brazil (IAB), responsible for the urban projects of many Lisbon’s neighborhoods periphery, has worked in several Brazilian cities, in addition to advising the Monumenta IDB recovery program of the historical centers of São Luis do Maranhão, Ouro Preto, Olinda and Recife financed by the Interamerican Development Bank. In 2005 he received the Sir Patrick Abercrombie Prize in Urban Design awarded by International Union of Architects.

Luis Millet, Spanish architect and town planner, representative of the IAB, was the infrastructure director of Barcelona’s Olympic Games and architect of the Mediterranean Soccer Stadium at the city of Almeria, Spain.

John Baker, Australian architect, representative of the Organizing Committee Rio 2016, was a consultant for the conception of the competition sites at the Pan American Games Rio 2007 and is a consultant to Rio 2016.He has been directly involved with major world sporting events such as the Sydney Olympics (2000), Athens (2004) and Beijing (2008).

Sérgio Dias, Brazilian engineer, Municipal Secretary of Urban Development and representative of the City Government of Rio de Janeiro, has a large experience in great urban projects. He created, among others, the Rio Orla project, with new bike trails and which reorganized Rio de Janeiro’s South Zone Beaches. The project received international recognition at the Rimini Congress in Italy as best waterfront design.

Jorge Wilheim, Brazilian architect and urban planner, representative of the Federal Government is former São Paulo State Secretary of Urban Planning (1975-1979), São Paulo Municipal Secretary of Planning (1983-1985) and São Paulo State Secretary for the Environment (1987-1991). As Deputy Secretary General of Habitat II, he conceived, articulated and carried out the Conference in Istanbul on the future of cities. He was one of three consultants of the final text for São Paulo Master Plan Law (1998), as well as responsible for the chapter on urban issues in the United Nations Report on Human Development (UNDP, Brazil, 1998) and the chapter “Sustainable Cities” that integrates the study of IBAM for Agenda 21.

Flávio Ferreira, Brazilian architect and urban planner , representative of the IAB, is former Rio de Janeiro Municipal Secretary of Urban Development (1986-1988), former Uberaba Secretary of Planning (1993-1994), technical director of IPLAN-Rio (1984-1986) and planner of the “Proyecto Ciudad Guasare – Venezuela (1982-1983). He has been strongly involved in the Urban Programs Favela-Bairro and Rio-Cidade.

The Brazilian Institute of Architects of Brazil/Rio de Janeiro (IAB/RJ) has signed a partnership with the City Government of Rio de Janeiro for the International Public Competition for the Rio 2016 Olympic Park’s General Urban Plan.

THE BRAZILIAN INSTITUTE OF ARCHITECTS/ RIO DE JANEIRO (IAB/RJ) AND THE CITY GOVERNMENT OF RIO DE JANEIRO LAUNCH AN INTERNATIONAL COMPETITION FOR THE GENERAL URBAN PLAN OF THE RIO 2016 OLYMPIC PARK.

After the Olympic Games, new real-estate ventures will be built along the permanent sporting equipment and installations forming an area that will be a benchmark in planning and sustainability for the city.

The Brazilian Institute of Architects of Brazil/Rio de Janeiro (IAB/RJ) has signed an additional partnership with the City Government of Rio de Janeiro for the International Public Competition for the Rio 2016 Olympic Park’s General Urban Plan. After the Olympic Games, new real-estate ventures will be built along the permanent sporting equipment and installations forming an area that will be a benchmark in planning and sustainability of the city.

The competition – coordinated by the Instituto Rio 2014/2016 – will be conducted in one stage. The participating teams should be multidisciplinary and led by an urban planner architect with experience in projects of similar complexity. The jury will consist of a representative of the City Government of Rio de Janeiro, a representative of the Federal Government, a representative of the Organizing Committee for the Games in 2016, a representative of the Brazilian Olympic Committee (COB) and five representatives of the IAB of which two will be international jurors.

Registration may be made through the site http://concursoparqueolimpicorio2016.iabrj.org.br from May 3nd to June 20th, 2011. The final date to deliver the proposals is June 30th. Judgment of the proposals will be from July 4th to July 10th. The result will be released on July 13th 2011.

The Rio 2016 Olympic Park will have an area of 1.18 million square meters and will hold 15 different types of sports during the Rio 2016 Olympic Games : basketball, judo, taekwondo, wrestling, handball, field hockey, tennis, cycling, diving, water polo, swimming, synchronized swimming, artistic gymnastics, rhythmic gymnastics and trampoline gymnastics. The General Urban Plan must consider two scenarios : for the “Olympic Games mode”, the project will have to ensure the best conditions for the performance of the sporting competitions; for the “Legacy mode”, it will have to ensure the viability of installing new enterprises in a sustainable way.

The cost of the Rio 2016 Olympic Park urbanization will be a maximum 590 million Reais, with the release of at least 60% of the area for future investments. In the General Urban Plan, the new permanent sporting equipment should be concentrated around the already existing ones – the Maria Lenk Aquatic Park, the Cycle Track and the Rio Arena. After the Olympics Games, these buildings will be renamed the Olympic Training Center (TOC) and will be used to identify and develop sporting talents.

The urban proposal should also include the definition of public spaces (streets, open spaces, access, etc.) for the two modes; the transition from “Olympic Games mode” to the “Legacy mode”; integration of the existing urban context through a hierarchical road structure; preservation of the environmental qualities of the site, with emphasis on the ecological restoration of the lagoon and its environment ; prioritization of the soil’s permeability for the treatment of the surfaces; universal accessibility; integration of municipal projects planned around the area; prioritization of sustainable technological innovations; clear interconnection among the future enterprises, sport-related or not, within public spaces; compliance with the commitments foreseen under the Rio 2016 Candidacy; and the security of the area.
