West Kowloon Cultural District Art-themed Park
The West Kowloon Cultural District Authority (“WKCDA”) announced today a shortlist of seven design teams that have been invited to submit technical proposals for the development of Hong Kong’s first art-themed park, 14 hectares of landscaped public space for arts and culture at the West Kowloon Cultural District, by the waterfront in Kowloon.
A WORLD-CLASS PARK
The West Kowloon Cultural District is one of the world’s premier waterfronts. This new park on the western-most promontory of Hong Kong will not only be a great democratic public “room” for the many diverse communities of Hong Kong but it will also become a defining image for Hong Kong as the city evolves during the 21st century – an image of bold public democracy, of strong commitment to nature and green ecology, and of a vibrant culture enriched by arts, performance and waterfront recreation.

A PARK FOR PEOPLE
the park must be designed to project a bold expression for the people of Hong Kong as they come out to enjoy the green waterfront. It must be democratic, sociable, active, varied, and green; it should afford multiple routes and journeys, myriad places and experiences, and offer different types of experience at different times for all sorts of different people. Great urban parks are indeed green and living, but they are also exquisitely designed for people, for varied social uses and for infinite forms of experience.

A PARK FOR THE CITY
The new Park at the WKCD is intended to join the ranks of the world’s great large urban parks. At their best, large urban parks define the character of the urban districts around them, drawing both residents and visitors for a full range of experiences and catalyzing economic development.
Large parks make a fundamental contribution to sustainability through their generosity of space, scale and range of habitat opportunities, and their contribution to urban livability. These are parks that help to define the cities where they are located and their unique features make them the distinctive identifiable image that adds immeasurable value to their surrounding context.

A HOLISTIC DESIGN
The site is complex, with transportation tunnels and vents, substructure-decks, harbourfront regulations, connections to the city and neighbourhoods, environmental sustainability targets, and an intense program for future arts, culture and performance. The design of this park entails not simply a strong composition of landscape elements (topography, waterfront, pathways, plantings, etc) but also a bold holistic vision and coordination with architecture, engineering and urban planning.

We have assembled a multi-disciplinary team with which to achieve a unified, comprehensive and holistic approach to delivering a seamless integrated project. We believe that our design leadership and experience with similarly challenging projects, combined with our team’s depth of creativity and expertise, uniquely positions us to deliver an extraordinary park that will be vibrantly social, interactive and dynamic, swiftly implementable and richly loved by all.
JCFO will be the ‘Project Leader’ and ‘Design Leader’ for Masterplanning, Landscape Architecture and Urban Design, and will coordinate all efforts of the team. Renowned for our design leadership, creativity and attention to detail on the much-acclaimed High Line park in New York City, as well as for other built projects.
Informed by ecology, urbanism, contemporary culture and media and art, JCFO is currently working on large projects around the world, including developing Seattle’s Waterfront, a large new park in the heart of Santa Monica, a new city for 1.5 million people in Shenzhen, China and a new sustainable urban development in Melbourne, Australia. In all the work, bold and contemporary design shapes the platform for dramatically revitalizing public life and socialization in the city.
MAKE Architects bring exceptional creativity and architectural craft to the project. Make is a studio of highly creative and talented architects and designers who have acquired considerable professional experience designing advanced, complex and iconic buildings.
The ARUP Engineering team brings substantial depth and global project experience to the WKCD project. Arup will provide full-service engineering for the team, and will draw on the many skills and services available across the firm.
Together, the JCFO–Make–Arup team brings our combined success at delivering (within one year) the £25 Million (300 Million HKD), 55 hectare park, the Queen Elizabeth Olympic Park in London to West Kowloon Cultural District.
Earthasia and CYS Associates will support the team with a depth of local knowledge and experience. Other experts on the team include Atelier Ten (Green Building and Environmental Design), Knight Frank (RDE Consultants), L’Observatoire (Lighting Design), Creative Time (Arts Programming), ETM Associates (O&M Planning), Tim Craul (Soil Science), Matthew Pryor (Planting and Horticulture) and WT Partnership (Quantity Surveying).

Chicago Navy Pier Competition
Five design teams competed in the final phase of this architecture competition to redesign the Navy Pier public spaces, rejecting several celebrated architects.
Architects that didn’t make the cut include Zaha Hadid Architects and OMA.
The five design teams are headed by the firms AECOM, Aedas Architects, James Corner Field Operations, Xavier Vendrell Studio and !melk.
