FINANCIAL CLOSE ACHIEVED ON NEW ROYAL LIVERPOOL UNIVERSITY HOSPITAL PROJECT

Following Carillion’s announcement on 2 May 2013 that it had been selected as the preferred bidder for the £335 million Royal Liverpool University Hospital project, Carillion announced on 13 December that it has achieved financial close on this project.

The new hospital, designed by NBBJ/HKS for the Royal Liverpool and Broadgreen University Hospitals NHS Trust, will be the largest all single-bed hospital in the country.

Carillion will invest some £15.5 million of equity in the project, alongside Scottish Widows Investment Partnership who will invest a similar amount, and expects to generate approximately £200 million of revenue from its investment over the 30-year life of the concession contract.

Carillion will also build the new hospital at a capital cost of some £335 million and deliver non-clinical support services that are expected to be worth approximately £100 million over the concession period.

Work on site is due to start early in 2014, with completion scheduled for 2017.

The new hospital will be built next to the existing hospital, which will be demolished once services have been transferred. It will be the largest all single-bed hospital in the country with 646 beds, including a 40-bed Critical Care Unit, 18 operating theatres and one of the largest emergency departments in the Northwest.

David Lewis, principal at lead architect NBBJ said: “The new Royal has been designed with patient and staff experience in mind at all times, in order to achieve clinical excellence and a positive healing and working environment. The design has a strong civic presence and will act as a landmark and gateway to the city of Liverpool.”

Government yes to new Royal

Secretary of State for Health, Andy Burnham, today gave the go-ahead for a £454 million hospital development, which will play a key part in the transformation of health services for the communities of Liverpool.

A new state-of-the-art hospital will be developed to replace the Royal Liverpool University Hospital. The plans for the new Royal will provide the people of Liverpool with:

” All patient accommodation in en-suite single rooms to improve infection control and offer more privacy
” A more welcoming and modern building, which is as secure and as safe as possible
” More natural light and attractive interiors, using art and design features
” Improved access for public transport
” A more attractive and better-designed layout, with better laid out wards and departments to improve patient and visitor experience.

The Trust has consulted closely with patients, the public and staff in planning the new hospital and what they wanted from a new Royal. Local people and patients will be encouraged to contribute to the ongoing plans and designs for the new hospital, including a new large landscaped area, about the same size of Chavasse Park, creating a permanent public park for the community.

Andy Burnham, Secretary of State for Health, said: “This investment will help Liverpool lead the way in providing state-of-the-art high-quality services for patients in the North-West. The announcement today helps the local NHS make the best use of its resources and shows our NHS staff that we value what they do by giving them the best possible working environment. It also gives something back to the wider community by creating open green spaces that will be enjoyed for years to come.

“We cannot let health services stand still. Across the country, the NHS is having to look at new ways to best provide healthcare in the future. Where people have had the courage to propose innovative changes that will improve services for patients and make them safer, the Government should support them. I am here today to give my personal backing for this development, and to recognise the hard work of those who have brought us to this point of being able to announce such a key scheme for these communities in the Northwest.”

The go-ahead from the Government means that the Royal Liverpool and Broadgreen University Hospitals NHS Trust can now begin the next phase of the project. This involves a rigorous process to secure a construction partner, which takes up to two years. Work should begin on the new Royal in 2012, with completion in 2016.

Mar 2010 – Jun 2010
The first step is to advertise for interest in the project (via the Official Journal of the European Union – OJEU). From the responses a maximum of three bidders will be identified. The selected bidders must be experienced and have the financial capacity and capability to deliver a world class hospital here on the Royal site.

June 2010 – October 2010
The bidders will receive a detailed brief (see page 2) which clearly sets out the scope of the scheme, the contractual position and the clinical and design requirements for the new hospital.

Over the following three months there will be an intensive series of meetings with each of the three bidders. These meetings will be used to understand and clarify the bids, to consider different approaches and to refine bidders’ proposals. They will involve the project team, external advisers, clinical and non clinical staff and patient representatives.

October 2010 – February 2011
At the end of this period, the bids will be evaluated as they stand and the best two selected to be developed in more detail. A further period of meetings and negotiation follows, concluding with the submission of final bids.

March 2011 – August 2011
The Trust then evaluates the final two bids, and seeks approval for its preferred bidder from local primary care trusts, the strategic health authority and the Department of Health via the Appointment Business Case.

September 2011-February 2012
This is followed by full planning application and approval and a competition to select the funder, culminating with contract signature and Financial Close. On this basis start on site is anticipated in February 2012.
